REQUIREMENTS:

  • Educational Qualifications:
    • Grade 12 certificate or equivalent.
    • Recognised National Diploma (NQF 6) in Office Management and Technology, Public Management, or a related field.
    • A postgraduate qualification in the relevant field will be an advantage.
  • Experience:
    • 3-5 years of relevant experience in strategic planning and administration.
    • Advanced experience in policy development and implementation strategies.
    • Practical experience in Office Management and Technology or Public Management.
  • Knowledge and Skills:
    • Knowledge of Public Service legislation, PSET, and TVET/CET Administration.
    • Familiarity with the Higher Education sector (advantageous).
    • Understanding of corporate governance, cost center budgetary management, expenditure, and cash flow management.
    • Knowledge of the Employment Equity Act, Public Service Regulations, Public Service Act, Labour Relations Act, and other related legislation.

KEY RESPONSIBILITIES:

  • Provide administrative and executive support in the Office of the Principal.
  • Offer secretariat support to the College Council, its committees, the Academic Board, Senior Management, and external stakeholders.
  • Ensure strategic management, monitoring, and evaluation of office operations.
  • Oversee and maintain logistics for the Office of the Principal.
  • Organize meetings, including sub-committee, council, EXCO, academic board, and stakeholder engagements.
  • Facilitate training interventions and coordinate college-hosted functions, including decor, food services, invitations, and media protocol requirements.
  • Manage stock of standard forms and stationery.
  • Prepare agendas and record minutes for college meetings and forums.
  • Oversee records management and supervise human, financial, and other resources of the unit.
  • Ensure timely completion of performance agreements for all staff in the unit.

REQUIREMENTS:

  • Educational Qualifications:
    • Grade 12 certificate or equivalent.
    • Bachelor’s degree or National Diploma (NQF Level 6) in Finance, Accounting, or a related qualification.
  • Experience:
    • Minimum of five (5) years of financial experience, including expertise in expenditure, fixed assets, inventory, revenue functions, clearing of accounts, and reconciliations.
    • At least three (3) years of supervisory experience.
  • Knowledge and Skills:
    • Proficiency in Basic Accounting Systems (BAS).
    • Knowledge of the CET Act, PFMA, and Treasury Regulations.
    • Strong interpersonal, communication, and managerial skills.
    • Experience in managing accounts and working under pressure to meet strict deadlines.
    • Computer literacy in MS Office, SAGE, and ITS.
    • A valid driver’s license.

KEY RESPONSIBILITIES:

  • Facilitate payment processing for authorized departmental expenses.
  • Perform monthly reconciliations of creditors, inventory, and fixed assets.
  • Prepare monthly inventory, fixed assets, and expenditure reports for management.
  • Maintain accurate records of stock levels and inventory movements, ensuring proper accounting in the system.
  • Conduct spot counts and manage fixed asset records, including accurate classification and depreciation calculations.
  • Capture and record expenditure transactions accurately.
  • Prepare inputs for financial statements related to expenditure management.
  • Manage suspense accounts, ledger accounts, and the reconciliation of accounts to ensure timely invoice payments.
  • Reconcile departmental travel accounts and address payment-related queries.
  • Oversee departmental claims and confirm balances.
  • Request BAS reports as required.
  • Liaise with internal and external stakeholders, including suppliers, National Treasury, and the Auditor-General.
  • Manage and supervise staff within the unit.
