Purpose: To coordinate, support, and monitor the implementation of the Municipal Finance Management Act (MFMA) within Municipalities.
SALARY: R1,003,890 per annum (all-inclusive remuneration package)
CENTRE: Pretoria
REQUIREMENTS:
- A Grade 12 qualification is required.
- A minimum Bachelor’s degree (equivalent to NQF level 7) in one of the following fields: Public Administration, Economics, or LLB (equivalent to NQF level 8).
- At least 4 years of relevant experience, with 2 years at an Assistant Director level or equivalent, specifically in financial management within the public sector or a related field.
- Knowledge and experience of the operational setup of Local and Provincial Government.
DUTIES:
Review of Legislative Framework:
- Provide input into legislation affecting financial management in municipalities and municipal entities.
- Establish and maintain a system for delegation (internal and external), including the development of a generic delegations framework.
- Assist with the interpretation, comment, and coordination of MFMA-related queries, managing the MFMA helpdesk, and responding to parliamentary questions when required.
Research:
- Assist in maintaining a database of court cases affecting the MFMA.
Stakeholder Engagement:
- Participate in quarterly MFMA Joint Meetings, providing presentations on legal matters.
- Assist in organizing or participating in MFMA-related workshops and forums.
- Maintain the MFMA webpage on the National Treasury’s website to ensure its relevance.
- Liaise with key stakeholders to ensure alignment with the MFMA.
- Review policy papers and provide comments as requested.
- Advise on the appropriateness of financial reforms.
Monitoring and Reporting:
- Assist with the development of guidelines and circulars supporting MFMA implementation.
- Contribute to the coordination of departures and exemptions granted under sections 170 and 177 of the MFMA, maintaining relevant records.
Capacity Building and Support:
- Assist in the development, review, and maintenance of MFMA training material.
- Conduct information sessions for various stakeholders on the MFMA.
- Participate in committees related to MFMA implementation.

Duties:
- Implement the Department of Small Business Development’s international relations strategy and policy framework.
- Coordinate bilateral and multilateral agreement processes, identifying opportunities for SMMEs and Co-operatives, and facilitating their involvement in these agreements.
- Manage DSBD’s negotiations for bilateral and multilateral agreements aimed at supporting the development of SMMEs and Co-operatives.
- Oversee the implementation of DSBD’s bilateral and multilateral agreements.
- Engage with High Commissions and Embassies to identify areas of collaboration, facilitating stakeholder engagement and establishing working relationships.
- Manage the sub-directorate’s operations and resources in line with relevant policies.
- Communicate with stakeholders, clients, management, and colleagues through written reports, verbal communication, and formal presentations.
