REQUIREMENTS

  • Qualifications:
    • An undergraduate qualification and a postgraduate qualification (NQF Level 8) in Transport and Logistics, Transport Management, or Transport Economics, as recognized by SAQA.
    • Completion of the National School of Government’s Senior Management Service Pre-Entry Programme.
  • Experience:
    • At least 8 years of senior management experience in the aviation sector.
  • Knowledge and Skills:
    • Thorough understanding of global and regional aviation landscapes.
    • Comprehensive knowledge of the air transport industry, including regulations, standards, challenges, opportunities, and best practices.
    • Proficiency in negotiation and problem-solving.
    • Strong leadership and management capabilities.
    • Advanced written and verbal communication skills in English.
    • Expertise in governance and financial management, including budgeting, cash flow control, risk management, and procurement in alignment with financial practices.

KEY RESPONSIBILITIES

  1. Policy and Regulatory Frameworks:
    • Develop internationally competitive regulations for civil aviation.
    • Review and enhance policies and legislation to align with international standards and departmental objectives.
  2. Aviation Industry Development:
    • Promote South Africa’s aviation interests globally while fulfilling international obligations.
    • Oversee licensing, permits, and the framework for bilateral air transport agreements.
    • Foster integrated aviation infrastructure planning and development.
    • Provide economic analysis and strategies for industry growth and regulation.
  3. Safety, Security, and Environmental Frameworks:
    • Ensure effective implementation and evaluation of aviation safety, security, and environmental regulations.
    • Develop and implement frameworks for aviation environmental protection.
  4. Strategic Representation and Governance:
    • Represent South Africa at the International Civil Aviation Organisation (ICAO) Council and advocate for national interests.
    • Provide strategic direction for the South African Search and Rescue (SASAR) framework and global cooperation.
  5. Accident Investigation and Risk Mitigation:
    • Oversee aviation accident and incident investigations, ensuring implementation of safety recommendations.
  6. Project and Resource Management:
    • Define project missions, goals, and resource needs.
    • Monitor project progress, manage budgets, and allocate resources effectively.
    • Ensure cross-functional collaboration to meet objectives.
  7. Branch Management:
    • Provide leadership and support to branch staff.
    • Ensure compliance with administrative, regulatory, and financial requirements.
    • Manage financial forecasting, reporting, and asset utilization.
    • Prepare and submit implementation plans, audit responses, and annual reports.

  • Educational Qualification:
    A bachelor’s degree (NQF Level 7) in Financial Management, Accounting, or Supply Chain Management, recognised by SAQA.
  • Experience:
    A minimum of five years in a senior managerial role in financial management.

DUTIES

  1. Financial Management:
    • Ensure effective systems for revenue and expenditure management.
    • Administer salaries, taxation, and package structuring.
    • Oversee travel and subsistence claims processing.
    • Compile Annual and Interim Financial Statements.
  2. Supply Chain Management:
    • Deliver efficient procurement services.
    • Manage bidding, acquisition, and contract administration.
  3. Project Management:
    • Plan and implement projects to achieve departmental objectives.
    • Define project goals, tasks, and resource requirements.
    • Monitor progress, report on outcomes, and provide corrective guidance when needed.
    • Manage budgets, allocate resources, and ensure effective problem-solving across functions.
  4. Governance and Compliance:
    • Ensure adherence to all administrative rules, regulations, and requirements.
    • Prepare and implement strategic and operational plans.
    • Authorise expenditures and monitor work quality.
    • Oversee the development of the annual report, annual plan, and strategic documents.
    • Ensure compliance with PMDS prescripts and timely submission of performance appraisals.
  5. Resource Management:
    • Lead and develop Chief Directorate staff.
    • Establish governance and administrative systems for operational continuity.
